  1. Impact on both KP and JHM strategic priorities as learning health systems, as well as health care delivery for nation.
  2. Feasibility of completion of project in one year with resources available using described research plan
  3. Strength of the science to be employed or innovation of new intervention or research methods
  4. Potential for research team to continue to work together and be productive
  5. Potential for successfully applying for additional external grant funds
